[Solved] How to edit email templates with Phrases disabled?

It is obvious that the email settings should be separated in the admin panel from the Phrases section.

We've added this to our to-do list. In future versions, we'll separate the email tab from the phrases section.

And what would you advise me to do now so that I can simultaneously:
1) Translated everything I need, including outside of Phrases
2) Customized the type of notification letters

You should wait for the update of the wpDiscuz plugin. So you'll be able to customize the emails as you like.

No ETA yet, but it'll come soon.  

The new version is ready. The email templates can be found and managed in the  Dashboard > wpDiscuz > Settings > Subscription and User Following admin page.
