I need translation via .PO/.MO files, because the Phrases section does not contain everything that needs to be changed.
According to your instructions, I turn on a setting that automatically removes the "Phrases" section from the admin panel.
But the Phrases section also contains email templates that I would like to customize to my liking.
How to edit email templates in this case?
It is obvious that the email settings should be separated in the admin panel from the Phrases section.

We've added this to our to-do list. In future versions, we'll separate the email tab from the phrases section.
And what would you advise me to do now so that I can simultaneously:
1) Translated everything I need, including outside of Phrases
2) Customized the type of notification letters
You should wait for the update of the wpDiscuz plugin. So you'll be able to customize the emails as you like.
The new version is ready. The email templates can be found and managed in the Dashboard > wpDiscuz > Settings > Subscription and User Following admin page.
