Thank you. Can this widget be displayed only in the sidebar or on a separate page instead of comments?
I want to create a page where all the latest comments will be visible.

Yes, this is designed for displaying widgets in the sidebar. There is no way to display them within the page content.

My task is for users to be able to learn about new questions in the comments and also answer (I motivate for this). Maybe there is a way to subscribe to all comments on the site by email? I would be grateful for any hint.

The wpDiscuz only sends email notifications only if the user is subscribed using one of the ways described here: https://wpdiscuz.com/community/f-a-q/wpdiscuz-subscription/
wpDiscuz doesn't have an auto-subscription feature. These kinds of options don't comply GDPR and they are not manageable.
You can enable the 'Keep checked the "Notify of new replies to this comment" option by default' option. The option is located in the Dashboard > wpDiscuz > Settings > Subscription and User Following admin page.
Just make sure this is not a fundamental breach of the GDPR regulation.
