I can't regenerate comment data. I click on the buttons in the Tools section but nothing happens. AND I can't remove the prods to do so from every page on my Dashboard.

Those buttons are just links to real buttons that do regeneration.
You can see button in the attached screenshot.
Please make sure you have pressed that button and others buttons like this one.
