The option where you can set minimum and maximum number of inserted comment characters/letter. When the max number option is set, commenters see count-down number on the top right side of comment editor.
This handy count-down number disappeared recently (after an update?) What to do to get it get back.
Please leave a screenshot of the "Comment Text Length" option and some example URL to allow us to check the issue.

This functionality works for "Rich Editor". You're using the simple textarea, thus the count doesn't show.
In the next version of the plugin, this functionality will work for the textarea as well.
