I have guest voting enabled, but voting only works as a logged in user. When logged out, the prompt is
"You are not allowed to vote for this comment"
When I check the phrases it suggests this error message is related to voting from the same IP-address. But I can change addresses all I like, the guest voting does not work. Sometimes I don't get this message, but instead an indefinite "loading..." animation (on mobile). Please advise.

@asti thank you. I had originally tested with different IPs via the vpn, but perhaps the original address is being stored in a cookie. Will test some more.
