The API can be created not only by paid accounts. 

I may suggest you follow the instruction.  It's based on the official LinkedIn doc:  https://docs.microsoft.com/en-us/linkedin/shared/authentication/authorization-code-flow?context=linkedin%2Fcontext&tabs=HTTPS
