I am facing a similar type of issue:
The comment box is not visible is my Desktop Screen
But it works perfectly in Mobile devices.
I guess it is a cache issue, but how to fix issue.

This kind of issue is usually caused by either conflict with other plugins or the active theme.
Please deactivate the plugins/theme one by one and check after each deactivation to find the problem maker.
Keep the cache plugin (if you have) deactivated during this testing process.
Thanks, this issue was solved.
But not the way you suggested.
I changed the "Load Rich Editor" to none and it works.
But then I got another issue.
After posting comment nothing happens. New comments are neither registered in backend nor visible in front end.
Then, to check the issue I used normal wordpress comment and it is working with that comment box and not working with WpDiscuz comment box
Normal comment box is working
WpDicuzz comment box is not working
Please help
I have removed the other comment box. Please check now and Kindly help
(I added other comment box because WPdiscuz was not working and I wanted to see if the default is working)
