The issue with the link can be solved by using this CSS code:
.ql-snow .ql-tooltip {
z-index: 111111;
}
The issue with the bold toolbar button can be solved by using this CSS code:
b, strong {
font-weight: bolder !important;
}
Put the codes in the Top Admin Bar > Customize > Additional CSS > "Additional CSS" textarea, save it and delete all caches and check again.
