I want to disable bubble for a specific URL ie. https://example.com/test-page

Please provide a CSS solution for that.

You should use the CSS code provided below:

body.postid-15650 #wpd-bubble-wrapper{
    display:none !important;
}

Put the code in the Top Admin Bar > Customize > Additional CSS > "Additional CSS" textarea, save it, delete all caches and check again. 

Please don't forget to press Ctrl+F5 (twice) on the frontend before checking.

You should just change the red marled value. Please see the screenshot below:
