Purge Comment and User Caches
Clicking on Purge Comment and User Cache deletes all comments?

When you click on Remove Vote Data, all likes and dislikes are deleted?

This will remove the likes/dislikes. 

Clicking on Purge Comment and User Cache deletes all comments?

No, the option just deletes the caches. That is, if you, for example, customize some components, you should delete the caches (click on that button) to see the changes.
