Is it possible to set up the display so that both the comment form and comments are visible only AFTER clicking a button or link-text?

Attached is an example of a random (non-WordPress) site that has such a setup. (Example live-url: https://www.vi.nl/nieuws/koeman-vertelt-wat-memphis-moet-doen-om-terug-te-keren-in-oranje )

I can't find this option so far, which prevents me from using the plugin.

Tips are welcome. Thanks in advance.
