I'd like uploading of media to only be allowed by Admins, to stop spamming of the comments. Is there a way for me to do this? I can see there's an option for guests on/off, but I'd really like to just have admins allowed to do it. 🙂

With this add-on you can control

Which user roles can upload media
Which post types are supporting uploading
Which file types are allowed for uploading (also there is a ability to add new types dynamically from admin area)
Filtering comments with attachments from front-end
and many more useful features
