@tomson Hi, Tom, thanks for answering me! I have done everything that appeared in the tutorial, but it doesn't work.

It works fine, I see both checkboxes. Make sure you check it as guest not as loggedin user. If a user is registered and logged-in there is no mean to show agreement checkbox:
