@asti im sorry "Navigate to Dashboard > Comment > Settings > Comment Form admin page" apparently I can't follow the guide given here. The setting exist there is not as followed

Please put the code in the Top Admin Bar > Customize > Additional CSS > "Additional CSS" textarea, save it, delete all caches and check again.
