Please note: The [Phrases] menu is only available if you don't use PO/MO translation type and the "Use Plugin .PO/.MO Files" option is disabled.

As I've already mentioned the [Phrases] menu is only available if you don't use PO/MO translation type and the "Use Plugin .PO/.MO Files" option is disabled.
