On this page it talks about a setting in the General Settings that allows one to load the scripts in the footer. However, no such option exists on the General Settings page. Please advise.

The option is removed as far as currently all scripts are loaded in the footer by default. The doc will be updated soon.

It doesn't seem to load the recaptcha in the footer though. Or is that because it comes from Google?

It's not necessary to load the reCAPTCHA in footer.

While it's not necessary, we ran PageSpeed Insights on our site and found that the recaptcha for the comments is slowing things down significantly. So it might be better to load it in the footer.
