The inline comments appear and work on a draft page but when it's copy pasted to a new admin page it does not show up.

We don't follow you well. First of all, we'd suggest you delete all caches and check again.

If it's not a cache issue please describe more in detail the issue.

When i generate the inline comments on a page, they show when i preview it. But when the site admin copies the inline comment code that i generated to an already active page, it's not showing on the admin's page preview at all.

You should not copy the existing shortcode as it is. You should make sure the red marked wpdiscuz-feedback id="idNCXs" ID is unique in each shortcode or generate the new one.
