I couldn't give up on this! So, as a WordPress user, I searched for a plugin which could strip out unwanted <p> tags. I found 'Empty P Tag' , which does exactly what I need. I can now select a whole sentence, a couple of words, or just one word. And multiple selections all format correctly!

@tomson One last point; this does mean that you will have to add <p> and <br> tags directly in your text editor as and when needed.
