Attachment is not showing into edit comment's editor toolbar

Hello,

i need attachment(image,file,video) into edit comment editor, it is showing main editor but not showing in edit comment editor. what could be the issue?

This is designed to work in this way. It's not allowed to change the image if the comment is submitted. It's allowed only to delete the image, but not change it.
