You should disable the WordPress native pagination. More info here: https://wpdiscuz.com/docs/wpdiscuz-7/plugin-settings/comment-thread-displaying/#comments-pagination-type
The WordPress ignores the reverse_top_level property if the pagination is enabled.

@asti Good to know. We do need pagination for the other templates, unfortunately. Is there any way to set page_comments programmatically that you know of? Tried to do so using update_option but the result seems essentially random.
