The comment form will often show as follows, so users logged in or not, can't comment.

 If I click on "Post Comment" it starts working again.

If I reload the page the issue comes back.

I've already deleted all caches (WP Super Cache and Redis), but the issue remains, at least on the desktop website.

I forgot to mention the issue looks to be semi-random since some people can still comment.
But I've also gotten several complaints about the comments not working in the last few weeks.

We've checked multiple times and haven't encountered this issue. Could you please ask the users who experienced it how we can reproduce it? It might be a device-specific issue.

It looks random. It happened to me too, but not anymore. It comes and goes...

Please exclude the wpDiscuz plugin from your cache plugins and check again.

It would be better if you contact the plugin support and ask them to provide the correct method to exclude the wpDiscuz plugin from caching.
