Is there a way to get the Top commenters of the month? Based on the number of comments they made and maybe likes they received?

Please check out the wpDiscuz Widgets addon. It already has a "Most Active Commenters" tab. 

It allows you to select "Time frame", "Number of commenters", etc. More info here: https://gvectors.com/product/wpdiscuz-widgets/
