As the editor of a blog site I typically post a comment using wpDiscuz after each of our Author's posts has been published. I would like to make those comments prior to the post being published if possible, while the article is fresh in my mind. Is it possible to do that? When I try, wpDiscuz rejects with the statement, "Sorry, no comments allowed on this post."

This restriction is set by WordPress, and wpDiscuz does not change or override it. WordPress itself does not allow users to post comments on scheduled posts.
