One of my blog categories is "Reviews". I want users to be able to rate the item/website/product on all posts in this category. But I don't want to allow rating on other categories. But this is a universale setting; it's either allowed or not, on all posts.

How to enable only on a certain category, with aggregate rating too?

I'm really sorry, but wpDiscuz doesn't have such a feature. You can create two separate comment forms, then enable the post rating for one of the forms and use the "Display comment form for post IDs" option to select where the ratings should be displayed.

@asti So that's double the load on my website? Plus, I still wouldn't be able to pick a category, and every post ID would have to be added as I created new posts in that category?

Yes, this is correct. wpDiscuz doesn't allow to connect the form with the category. This is already in our to-do list. However, there is no ETA when the feature will be implemented.
