Under Settings-> Discussion, the setting "Break comments into pages with..." needs to be deselected. I looked at the code and there is an actual flaw in their logic. When this setting is on, it doesn't get to the code that adds the load more button.
The issue now is that turning off "Break comments into pages with..." enables the 9view comments] button, but creates HUGE pages that break on devices that do not have adequate memory.
