For comments, the like button displays, but there is no dislike button.  Even if I change the icons from thumbs up/down to plus/minus, the dislike icon does not appear.

Can you tell me how to make the dislike icon appear?

I'm using version 7.0.6 with no premium addons.

Please make sure the "Enable down vote button (dislike)" option is enabled. The option is located in the Dashboard > wpDiscuz > Settings > Comment Thread Features admin page.
