If I have to uninstall the plugin and reinstall it, will I lose any comments or article ratings? Are they stored in the DB somewhere?

The uninstall button removes the vote, article rating data, etc. However, You won't lose the comments. wpDiscuz uses the default WordPress comment storage system, all comments are on your database and all comments are manageable in Dashboard > Comments admin page.

So is there any way to save the article rating data? I do not wish to lose that.

You can use the deactivate button instead of the "Uninstall" one. In the case of the deactivation the data won't be lost.
