It seems one of the active plugins also uses the same hook and removes the badge for guests uses.

You should deactivate the plugins one by one and check after each deactivation to find a problem maker.  

At first, deactivate the plugins that have some relation with user role creation.

1- woocommerce
2- wpdiscuz
3- contact form 7

I disabled the contact form 7 plugin but the problem was not resolved.

Somehow, the "editable_roles" is being used in your case, and it removes the "Admin label".
