Admin tags and colors are not displayed after logout.
But when we login again with the administrator account, they are visible.

It seems one of the active plugins also uses the same hook and removes the badge for guests uses.
You should deactivate the plugins one by one and check after each deactivation to find a problem maker.
At first, deactivate the plugins that have some relation with user role creation.

I disabled the contact form 7 plugin but the problem was not resolved.

Somehow, the "editable_roles" is being used in your case, and it removes the "Admin label".
This issue comes from the WooCommerce plugin. It also uses the editable_roles hook and removes the Admin label for the guests. You should contact the WooCommerce plugin support with this issue.
