It seems you have got a cache plugin and/or server-side caching enabled. Please try to delete all kinds of caches and re-check.

I don't want to delete the caches I use for my website so I guess I'm just stuck with the Subscription bar forever?
There's no code or anything I can use to get rid of it?

@exposeyourlocalpredator It seems you're serving the website from generated static HTML caches that already contain the "subscription bar" so to get a new HTML you have 2 choices
1. You can delete the caches manually
2. You should wait until the server will invalidate its caches
