We encounter occasionally troll comments which are voted up by a bunch of trolls.

We allow commenting/voting for guests so manipulating the votes is quite easy when using a VPN.

As these troll comments arent't illegal we do not want to delete them.

Is it possible for an admin/moderator to downrate or mark those comments (not by downvoting) so they are moved to the bottom? Is there any addon which provides this functionality?

Ok thank you. I then think of writing an addon which provides this functionality.

Unfortunately I did not find any documentation which provides a starting point how to do write an addon. Is there any documentation available? If not, is there any filter which can serve as a starting point?

You can install the following plugin: https://wordpress.org/plugins/jsm-show-comment-meta/

Then, edit the comment from the dashboard and remove the information related to wpDiscuz votes:

wpdiscuz_votes
wpdiscuz_votes_seperate
