Have tried default priority for the anonymous function as well. There is no other instance of "wpdiscuz_comment_list_args" hook in our code either. Suggestions?

Due to numerous other customization needs and client wishes we must "Load with page" and "Load all Comments" which does not seem to allow for the sorting buttons to be a valid option. Is it not possible to change comment order at all without the sorting buttons? That degrades from WP's own core comment setting features.
Please leave a screenshot of the whole "Other comment settings" section. It's located in the Dashboard > Settings > Discussion admin page.

@asti Sorry, to clarify, are you asking for access to the web-based theme/plugin code editor? If that's the case we'd prefer to get you the same login set up on the dev installation, as we just can't afford that level of access to anyone on the production installation. Thanks for bearing with us!
