I have subscription bar turned off on my site (Form -> Enable Subscription Bar -> No), and despite having this set, the word "Subscribe" shows up on every page (<span class="wpd-sbs-title">Subscribe</span>).

This is a bug, as the word "Subscribe" should not be above every comment form.
